Bassman only 1 power tube drawing current

Bassman only 1 power tube drawing current

This is a head scratcher. I have an AB165 converted to AA864 on the bench. New power tubes, voltages on both sockets measure equal. Only 1 tube drawing current. Switched tubes in sockets, not a tube issue. Any ideas?

I guess the eyes aren't what they used to be. Ground from socket to chassis was broken.
