DPDT relay or switch will bypass the reverb easily.

Also, would this run cool enough that you could build it in a 1 or 2U high rack enclosure with the tubes, tank, and xformer also in the enclosure?

Yes it auto bypasses across the 220K but for "almost true" bypass you could open the path at the 470k or do what you suggested and send the return straight out. It runs cool enough to be enclosed.
