Dumbleator Power Supply Question

I did a search on the forum but could not turn up an answer for this. Why are there no balancing resistors on the series caps at B+ in the Dumbleator? Is it because the B+ node does not directly feed any part of the circuit, so it is not necessary?

Because it's a voltage doubler circuit.
