I’ve been having this issue lately, on an iPad with the Safari browser.

Clearing all the browser data works for me lately: Settings -> Safari -> Clear history and website data

Yeah Martin is right. Quite often that's basically a browser caching bug.

I don’t want to nuke all my other website cached info; ampgarage is the only one I’m having this issue with.

In Safari settings, there is an Advanced tab, then a Website Data section, which, when I expand it to show all websites, does have an ampgarage.com entry, which I can delete. Will this accomplish what we’re trying to accomplish?

I think, yes, but not 100%. I don't use safari ever so I'm not great at it. There is a browser addon for chrome called something like cookie manager or cookie jar that lets you delete specific cookies etc, but not sure if that would do the same thing. IF you can just delete the ampgarage.com stuff it might work. Like martin said, give it a try and report back :D
