It is a piece of foam weather striping used to dampen mechanical vibration in the thin chassis that he used.

and about the turns of wires in the filament supply...
I try to make very close turns of the 2 wires, while I see in many pics that many use only few turns (as you can see in this photo).
Do you think that there are some differences in the noise these 2 wires can bring or not?

You just need enough turns to keep the wires in close proximity to each other. In reality you could run them parallel to each other in a straight line (like cords used on lamps) and it would serve the same purpose.castor wrote:and about the turns of wires in the filament supply...

I bet the foam tape is an effort to tame vibrations and make the V1 just a tad more tolerant of microphonic tubes.  It probably helps a tad with very high frequencies.   
Ken also used the foam tape over near the power supply caps on the screwed on bottom plate. The caps are basically glued in with silicone, and the foam tape on the plate helped to keep them firmly held in place. I've never seen or heard of any original caps coming loose in these amps, so the glue and foam tape worked.
Also, the foam tape was used to fill the tiny gaps above and below the front panel. The original chassis and bottom plate setup of the original stands the chassis up off the bottom of the cab by about 1/8" and the foam tape made it look cleaner filling any gaps. Some folks these days use chassis that fit lower on different plate setups, and with a tighter front panel cutout. However it can be difficult to get the dimensions quite correct, especially if someone else makes the cabinet for you. The original setup was a little more forgiving. With the slight gap top and bottom of the original chassis setup there wasn't any problems with the wood faceplate catching the lip of the cabinet when you pulled out the chassis. The foam tape filled any gaps and made it look decent.
