Scratchy volume pot on express

I've got a scratchy volume pot in an Express-like circuit.

I've changed out the volume pot already, I have had issues with PEC pots before. I assume I'm getting DC on it.

Any usual suspects...bad cap in the tone stack?

Have you you measured any voltage at the pot?

No need to assume. Use your volt meter. Anything over 0.1 volt can cause "scratchiness." Look at C2 and C3 in the tone stack (according to TW Express schematic in our library).
