jtm45 build finshed cant get a MA reading

Finshed my jtm45 but am not able to get a bias ma reading off the 1 ohm R
all voltages are good, except plates are only a couple volts higher than screens with a 1K R, which ok id think? plates about 425 screens about the same, pin 5 is going from -38 to -45 with a 25k pot, i used a 220k before the diode in bias supply, while the amp plays and sounds good its not making anywhere 30 watts, I'm using mesa 6l6, Im really not sure why im not getting a MA reading, the 1 ohm R i used were carbon comp 1 watt while i measured them and used ones that read 1 ohm maybe there the problem i don't know, also dont know if -39 to -45 is nearly close enough to bias the 6l6 to 60%, I'll post some pix in a minute when i get my camera thanks mark

How are the resistors installed?
Signatures have a 255 character limit that I could abuse, but I am not Cecil B. DeMille.

pin 8 to pin 1 then to ground, i did it the larry grounding way they use a lug and run it over to a lug by the pt

Off the resistor, you read millivolts. Is that how your meter is set?

meter is set to ma, yes i read off resistor

There's your issue. You need to set the meter to read DCmV, not DCmA. The 1-ohm resistor converts current to voltage, 1 to 1, so 40mA flowing through it will read 40mV across it.

Yes and make sure you are measuring at the correct end of the 1R.
