Fender Champ II repair

Here is a Fender Champ II, unmolested since birth.

Does one still remove the death cap from the neutral 120v primary? (See big blue cap, left side of photo.)

That one fails open so it won't kill you (in theory). But you'll note that with three-pronged plug and a safety ground, it's still there (hardly something a cost-conscious company would include for no reason). Caps like this help to suppress noise. You might lift it and see if you can hear a difference.
