its a green board printed 1996.
issue: turn it on/standby i can feel it slightly vibrating. take off standby still slight vibrating and there is a slight crakling. just put in new 6L6s havent change preamp yet. where should i look. i know how to dissipate caps. not scared to poke around a little bit. got a chopstick and poked around didnt locate problem. not sure i'm looking in right area.

No the post should be in the technical section since the amp is a Fender not discussion regarding a Trainwreck amp.

It sounds like your "vibration" is nothing more than the transformers humming.
Does the crackling keep going after flipping the switch for a while? If you just changed tubes and the crackling started, it's possible that the tube sockets are loose. Are the new tubes the same brand as the old tubes? I'm wondering if the pins are smaller on the new tubes or dirty and not making good contact.
Try to give a better (different) description of what you are experiencing, what changes were made, and when the problem started.
