The wiring of the 100uF filter caps has me puzzled. Are they parallel wired? It looks like there's a resistor between the two ground leads - I must not be seeing something.

What you're not seeing is a wire that runs diagonally from positive of the right cap to negative of the left cap (under the board).

I figured that had to be it. :D

Yes, there is a diagonal wire under it.

I made the boards myself, and the panel labels too. The chassis is about to be finished, and I can't wait!!!
