I know it's traditionally 220V, new Euro standard I heard is 230 +/- 10%. I'd just like to know what is actually coming out of the wall right now when you stick a meter in there. When there am I more likely, on average, to see 215V or 225V or 235V? Or what's the range? I asked friends and kin but none had a 'Voltametro' on hand.

Expect around 230V in modern buildings/large cities; 220V or less in old buildings/countryside.

In my house inside Treviso I measure very often near 226v

You answered yourself in your first post: 230V +/-10%. This is what you can expect. Anything between 207 and 253V is within limits. That's what norms are for, to set the boundaries. Power companies try to deliver within 5% but the further away you get from power distribution station the lower it gets. If you measure less than 207 then you may call the power company. Not at 208V, and not at 251V, 255V? Make the call. Otherwise it's all ok.

We get the same sort of fluctuation in the US for 120v lines. In my house I've seen between 117 and 129. Typically, I see between 120 and 124. It is more problematic in the summer when air conditioners are in heavy use. Winter tends to be more stable.
