I got my used Tek 60mHz scope at a amateur radio "hamfest" for a reasonable price.
There's usually a test equipment vendor at these events that you can buy from in person.

I found a Fluke model 97 for $250 in a pawnshop.  Its 2ch 50meg, 1998, has numerous features.  plus built in meter with rms measurements, frequency , others. It also has a sinewave osc. and does dbm and power measurements in watts with a defined impedance 4,8 16 up to 10k.   It had 1 set of probes and will measure easily in the 1.8k volt range with the 10 to 1 probe with an auto cal .   Make sure if you find one to get the powersupply wall wart and probes or you could spend quite a lot getting them after the purchase.  Its great and portable as well.    
I still have my old hitachi dual 20meg that works but needs gone through from time to time. It's been dirty switches or a bad electrolitic caps. You can calibrate yourself because it has a built in reference for voltage level and timebase cals.

I found a Tektronix 475 for $125 on Craigslist. 2 channel 200 MHz. If you keep looking around you can find some really good deals out there.

Got a Tektronix 465 100 MHz off ebay (less than $100).  Was a bit of a search. 
Only went that route because the guy was local and actively using it (for CB Radio repair).
