Yes, three stages is correct. That second stage (cathode follower) is a unity-gain buffer with low output impedance to drive the tone stack. This will cause the stack circuit to act a bit less lossy. Unfortunately, the taps of the modern 350/70 pots are not even close and the taper is slightly slower as well, but are better than other methods. I compared them to vintage CTS 350/70 pulls that I have.

I guess I am not surprised the new pots don't live up to the old pots. Hopefully, the entirety of the treble range is represented with the new pots, if skewed in positioning.
