cap on heater wires

Hi all, I looked inside a silver face deluxe and there was a small cap (looked ceramic) that had one leg on pin 7 of a 6v6, the other leg on pin 8, and from there to ground.The same for the other 6v6. I have not seen this done before. What does it do? Thanks.
