Attaching photos

What's the trick to attaching a photo to a post? I haven't been on TAG much since the new BBS, but I used to be able to attach a jpeg from my hard drive. Now it's asking me to insert a url?

Look for “Attachments” tab, below the window you’re typing in. Click Attachments, then Add files, then, when the file(s) has uploaded, click the Place Inline button to add into the text of your post.
