What would be a nice feature is if the first or second post of a user only showed up for them until a moderator approved it. Moderator would receive a pm for every new persons first post.
Then, if it turned out to be a repeat offender, the moderator could mark all additional posts to only show up to the party posting. Nothing pisses off a troll more than to be ignored.

I am a Yahoo Group administrator and the only moderator for a local car club, as well as the admin and sole mod for our legacy email based bulletin board, though I would like to dump that because of its clunkiness and limitations.
I require all who want to join to tell me who they are and a little about themselves (cars, why they want to join, etc.). I deny anyone who doesn't provide this info, or if the answer or email address seems off, I moderate their posts until they have a track record. Also, anyone whose email gets compromised gets either suspended, or all posts moderated.
Also, I have found it important to clear out negative posts and in one case, gave a stern talking to people who got out of line in their posts. I haven't censored content in posts; I'd be more likely to delete something really troublesome first. Problem with Yahoo Groups is that most users set their user account to receive emails, so if crap hits the fan, it gets spread over everyone instead of staying on the web based forum.
I have learned that it isn't about free speech at all costs; it ain't someone's right to be abusive or excessively inflammatory; the group is a means of communication for people with a shared interest in an activity. Fair but firm, even if some think I'm a douchebag because I exercise that power.
I support the owner, admin and mods of TAG in all efforts to keep this the awesome site it is. The guy who has been torturing us has real problems, and my instincts tell me no one should taunt this guy; no telling if he could be violent.

There are people out there for which there is only one sensible response, and that is "Red Alert! Shields Up!" ....... forever. Some people don't have the mental capacity to understand what they are doing and some people have a disease that cannot be helped.
