Depends if one judges the performance over the voice. Quite a large number of rock/pop singers really have no voice at all, but are still great performers, like Rod Stewart who has the voice of a crow... :)
Freddie Mercury is probably one of the very best rock singers ever - an incredible voice with a very large register....

Brad Delp... the other "man with the golden voice".
Joe Cocker... more soul and feeling in his baby toe, on a bad day... that I could ever muster (or dream of) on my very best day.
Sam and Dave... technically, a duo.
Janis Joplin... 'nough said.
Paul Stanley... back in the day, it wasn't all 'smoke and mirrors'.
Steve Perry... he's Portuguese, ya know?

Mike Finnigan has been a long time favorite for me.
Killer B3 player that has played with Hendrix, Etta James, CSN, Joe Cocker, and countless others. Fronts the Phantom Blues Band when he is not on the road with Joe Cocker or Taj Mahal.
