Seattle outlawed plastic bags. And if you want paper sacks the grocery charges you five cents a bag. It doesn't take long to get into the habit of bringing your own bags.

My wife is a NW girl and a recycling queen. Here you pay for trash pickup, but yard waste (which can included pizza boxes) and recycling is free. Our yard waste and recycling containers combined are probably eight times the size of out trash can, and we actually fill up those before the trash.
It's never too late to have a happy childhood.
