When a cable's insulation vexes me I break out the single edge razor blade. Might have to go thru 2 or 3 to strip this.

That is high voltage cable. Probably 69,000 or above. The smaller cable would be a ground reference from the source. The large ones would each be a phase conductor. I have worked with 13,800 but nothing this big.
