I picked up a couple of books on HTML and learned enough basics to build simple sites. If was easier to add more sophisticated features on that foundation later on.
I currently use Sandvox (Mac) to edit and build.
I try to keep it simple. Here's a couple of examples:

Your ISP may offer something basic, strictly for recreational or personal use. If for professional use, IMO, it is a must to get professional help.

Also, many of the website hosting companies have their own site builder online.

there are also sites where you can buy a template to start with, some of them free, though not tried this option.

hey - Ive built a number of websites as little sides to my projects - I dont know your skills - but if you spend a little time and learn a tad of html its pretty easy for basic stuff. start with:
http://www.w3schools.com/html/DEFAULT.asp
use the browse source option if you want to see how someone else coded a website - yep, you can look at their code.
Some of the sites I made are open source - you can actually copy and paste most of the source into a file named 'index.html' in your root folder and out side the images you can be running in minutes. Just load that file in a web browser.
heres a UW site of mine if you need something to start with:

they also use css - which is a formatting template (font, size, etc...)
youll have to have a server, adress, etc... then you just upload the files.

I'll put in a plug for Wordpress, since no one else has. I build web sites professionally, and I often use Wordpress as the framework. When finished, I turn it over to the client because it's pretty easy for end-users to manage. A huge plus is the millions of free plug-ins available for everything imaginable. Facebook integration, events, calendar, blog, photo gallery, member lists, eCommerce, on and on and on.
You can find free or cheap Wordpress hosting that requires no technical knowledge, but you won't be able to customize as extensively. Worth a look, though.
