Are you sure you checked the option to ship when all parts are available rather than as they come in? There is definitely an option, as I made sure I chose it when I placed an order the other day, knowing that several items I wanted were back-ordered with different expected dates.
Since then I've had a couple of emails telling me when each of the back-ordered items comes in and that they're still waiting to fulfil the entire order before despatching.
That's exactly what they normally do, and what I expect them to do.
You seem to have had something very strange happen so I'd be inclined to phone them to find out what it is. They're usually quite helpful on the phone (for instance I wanted to add another few parts to my existing order rather than incur an additional shipment charge while it's still held).
