I don't know if this will be useful to anyone or not, but here it is. I had to go back to the fabric store today to get piping. I had a very hard time finding this stuff, and I couldn't even find a universal term for it.
Here's what the store's computerized system calls it: "lipcord."
Maybe that will be helpful to other people who want to buy it. This is the stuff that has a decorative edge on it, like a braid or a rope, with a tape-shaped fabric edge on it so you can staple it to things.

You can find it on Ebay as "lip cord," with a space between the words.
