Don't turn on the Dumble without a speaker attached.
But for the 2nd amp, you could even use your computer's powered speakers. Anything that amplifies will do.
I used this type of probe to diagnose a build with no sound, and it worked really well. In my case, a push pull switch was grounding out.

I never like to run an amp without a speaker or dummy load. I've heard of others that pull the output tubes when having no load but never liked or tried the idea.Too much of a risk to me. If you have 2 speakers in the 1 box you could seperate them and have one for each amp while your debugging (perhaps others have better suggestions). Ahhh... debugging..

Debugging... small simple steps..
If your sure your wiring is 100% and the relays are 100% and all the caps are 100% then I'd concentrate on 1 problem at a time, V1 first off.
if there is no signal coming out of V1 then you have to find out why, or if the signal is actually going in to V1. Hard to do without a trace. Make the trace and find out.
