Good call on the thermal paste. Regarding the insulator: Most materials that act as electrical insulators are also effective thermal barriers. For best heat sinking, avoid the insulator and apply thermal paste to all interfaces.

Unfortunatly you can't bolt the mosfet directly to the chassis in this case and you absolutly need the insulator or you will short your Drain connection (HV) to ground and that would not be good. There are mosfets out there that are made to be bolted directly to the chassis but they are about $30 each. In this case the insulators isolate the Drain from ground but they have good thermal properties also
