I always understood that cathode bypass amps can be biased close to
100%.

You might try that, it may liven it up.

Close to it, for sure. That's why I'm wondering why O'Conner would made an effort to bias this way. I thought I might be missing something?

Just guessing without looking at detailed specs etc --- simply matching power up to low frequncy bandwidth of the output transformer.
