Gah, I feel like a moron. I was certain it had to be some kind of wiring issue...I never took the shields off of the tubes to visually inspect them. The PI was cracked clean in half. I had to remove the shield socket to pull the pins out one by one from the broken tube. Replaced the PI tube and it's working. Crazy.
Moral of the story...there's more than just wiring to blame when you don't read voltage on pin 3 on the PI. You might want to check that the tube is still in one piece.
Serious facepalm going on here...this amp has been out for months just because of a broken PI.

Yup tube amps require us to check tube frequently when gigging them, bring extra tubes and fuses.
