If it had one that is where it would be. I just delete it and solder straight to the winding lead.

I think it looks like a ceramic disc cap.

Isn't it a thermistor that is used there? Or is it an actual thermal fuse?
Those look sort of like a metal can diode.

If you exceed the current rating it opens breaking the circuit.

It shouldn't be a one shot deal.

I would just remove it and solder the wires together.

The fuses inside the transformers I have repaired look like a black flat square with leads. It is buried inside the Transformer. Fender does use Thermistors these days and they usually are round disc looking usually Blue. but I have seen yellow and green .

Glad that fixed it but I wonder how it became damaged?
Doesn't seem like a simple face plant would break it.

I wouldn't think that a simple tip over would cause it either but it obviously did.
I tore the old pt apart and did not find anything visibly wrong with it but it is completely dead.
