How are MOV's correctly installed?

How are MOV's correctly installed?

For use in the US...

1 130V across hot and neutral

2 130V's - 1 hot to ground and 1 neutral to ground

3 130V's - both the above combinations...

Some power strips sold for computers are simply the variation with three of them.
