why are all preamp tubes catode biased? is it because its simpler?

That's pretty much the answer. It's so easy to move the operating points of a cathode bias preamp stage by changing the values of the plate and cathode resistors and the cathode cap, that it tends to make little sense to do it another, more complex way.
