Worth picking up for a few bucks?The Model 950-b is a highly flexible ac-powered bridge which measures capacitance and resistance on direct reading scales, employing an electron-ray (Magic-Eye) tube as a visual null indicator. Measurement of resistance, capcitance, and inductance by comparison with an external complementary standard is also possible, in which case a special ratio scale is read. A dual (hi-low) sensitivity leakage test employs a built in source of polarizing, continously variable voltage and the Magic-Eye tube for a leakage indicator. Hi sensitivity is used for testing paper, mica, and ceramic capacitors, while the low sensitivity tests for electrolytic capacitors. In addition, this instrument provides direct power factor measurement on the high capacity ranges in which electrolytics are measured.

I remember using that exact unit in the 70's in shop class.

I'm sure at it's age you'll need to calibrate and clean / replace caps and service so plan on adding a $100.  
if you are planning on already spending a few hundred bucks you can get a brand new Capwizard for testing caps with the circuit saver mod.
I picked one up it's been very useful.
If you want to test voltages and your getting close to the $350-400 price point. Buy a used sencore LC-100 series and you'll never have to upgrade. Sencore is the Fluke of cap testers.
