I am planning a bias circuit for an amp ( fender super ) that does not have the pot. I also would use the empty ground switch hole for the stereo jack method. Question is without drilling any new holes what is the best method to position the bias pot inside the amp so i can access it from the outside and somehow fix it down so it is stable.

I would rather drill a hole and have it securely fastened.
If you can access the glued pot from the outside and accidently knock it loose, it could have serious consequences.

Condsider building a bracet and mounting it off the Perf Board. but you will need to access the inside to set bias but if you use a locking pot it should be a set it and forget it for long while. Other wise.... Your going to be drilling a hole. It's not safe to risk having the pot come loose and short out the amp. does it have and EXT. Speaker? use that!

If I understand you correctly, you will have a 1/4" stereo jack in the ground switch hole to to plug your bias test cable into, and you need an externally accessible pot to be able to adjust the bias, without drilling a hole for the bias pot?
You could remove the standby switch, and replace the power switch with a 3 position switch, and mount a standard bias type pot in the extra hole.
If you're going to change the circuit though, I'd think drilling one hole wouldn't hurt the amp's value that much.

I'm pretty sure the pot is mounted thru a hole with the shaft exiting the bottom of the chassis.

So doing the same would not be altogether that "off". This amp will end up going to my grandkids.
