About 2015, I was working for EchoStar, which designs the set-top boxes for Dish. I worked in their component verification department. We spec'd a variety of components that went into their products. The purpose of the dept was to verify the claims of the parts manufacturers as they had issues with component failures that were designed within the mfg claimed specs. When you multiply one inaccurately spec'd component with millions of set-top boxes out there, it could be very expensive to deal with even if only one component failed because of inaccurate specs.
They started the department back in the early 2000's as a direct result of all the electrolytic cap issues. They had to replace tons of boxes as a result.
Anyway, the scuttle-butt amongst all these engineers that I worked for around the issue was that I think it was the Taiwanese factories were stealing the specs for the electrolytic juice in the caps from the Japanese (sounds goofy, I know).
Supposedly, the Japanese caught wind of this and purposely leaked out, pun intended (;- ), a formula for the electrolyte that was missing an integral chemical, hence all the caps that eventually leaked physically.
