If the tubes in this amp are 6L6G, that's not important, but if it's EL34 then it could be a problem.

Very possibly - well spotted!
The valve will be likely to conduct a higher idle anode current if its suppressor grid (pin1) is floating, rather than connected to 0V.
And the hum sounded like mismatched output valves to me, hence the test I suggested.
Solder it properly and report back.
