Bass Amplifiers
I would like to inquire more about bass amplification as I would like to know what the difference between a bass and guitar amp is internally...and what are the safe frequency ranges for these amps.

In a nutshell POWER. Lots more of it. You can increase the size of the coupling caps too, but not too much. 
There's schematics of the SVT at Schematic Heaven. That'd be a good one to look at. That was always my favorite bass amp.
The Bassman (father of the JTM45) was designed, ironically, as a bass amp.

So I could take a dumble or trainwreck circuit and just add a 250w output section were the 100w is and have a bass amp if connected to bass speakers?

Pretty much...
The one other thing different is that usually the tone circuit capacitor values are set to be one octave lower than the guitar equivalent. Compare the Fender Blackface Bassman values between the normal and bass channel and you'll see. Hope this helps.
