"Well, it was designed to be an everything-on-full cranked amp, so it really doesn't have a meaningful clean sound. I'm really don't know how to measure the wattage."

The simple way that will get you close enough for rock and roll.
Tools needed,
signal generator
oscilloscope
volt meter capable of reading AC VRMS
dummy load (8 ohm resistor of wattage higher than what you are expecting)
Connect dummy load to speaker output
Connect scope to speaker output
Connect the signal generator to the amp, set for 1Khz, 100mv, sine wave.
Slowly turn up the gain on the amp until the waveform just barely begins to distort
Measure the AC voltage at the speaker, across the dummy load.
E squared divided by R = power (remember ohms law? There was a song written about it, "I'll be Ohm for Christmas")
Let's say you read 2 volts. 2 * 2 = 4, 4 divided by load (8ohms?) = 0.5 watts.
Have a beer, enjoy the 1/2 watt.

Cant you measure cathode current and that in conjunction with the plate voltage figure out how much power each tube is putting out?

That'll tell you how much power the tube is consuming, but what's important is how much is getting to the speaker.
