This Fender Hot Rod Deluxe is making a low-volume, but annoying, noise. Staticy, fussy, sputtering. It comes and goes especially when cold but even after warming up, even with guitar cord unplugged from input, in both channels, and does not change with any of the controls except Presence, which does increase the high-end content of the static sputtering. Does not respond to chopsticking.
Bad component or solder connection? Lord knows, this amp has bad solder connections.

resolder the contacts
clean the tube sockets / pins
pray the pots if they are crackling.
