I found it!! I was using the power supply schematic found below and the preamp circuit in my previous post. I thought the 100k resistor in the second RC filtering section was the same as the 100k on the plate of the return stage. I took the second 33uf cap out of the circuit and viola the troubleshooting is over. Now I can go the bar and have a trouble shot or 8. Thanks for the help guys!

So for future reference for others. Using a 12ax7 the previous readings are correct for a working fx loop. Also the only difference now compared to the previous pics is that the second 33uf cap has been removed.
