Okay, I found MY problem (truly was my problem, not the amp). PT is okay, wiring is okay, voltages are okay.
What was "my problem" you might ask?.....Taking voltage measurements while the amp is still hooked up to my light bulb limiter! Remove the limiter and plug the amp in to the 120 volt wall sockett, problem solved.
What a ridiculous mistake. I am very sorry I waisted all your time. I will add this "mistake" to my checklist. ("Remove light bulb limiter, plug amp in, then take voltage measurements).

Sometimes they make the best learning experiences, view it as knowledge gained, not time wasted. I'm glad you stuck with it.
Thanks. Funny thing was I realized my mistake only after:
1) installing new PT
2) cutting newly installed leads on new PT
3) deciding the rectifier board was bad, cutting the leads and taking it out to inspect
3) retaking voltage of old PT to find it measured perfectly
4) tracing the problem ( by re- hooking up the new PT one lead at a time) to the AC coming into the amp.
5) saying !@&$!@& many times.
6) taking the light bulb limiter off and plugging the amp into the 120v wall socket, problem solved.
I need to put the old PT back in and fire it up. I'll report back on the tone.

Been there I musta spent 5-6 hours troubleshooting. In my case, unloaded I was getting voltages close to what I expected, but as soon as I flipped the standby
