Question about the network feeding OD stage 1

I'm looking at the ODS-101-HRM print and just want to know about the network in front of the OD 1st stage. It is a 47pf || 470k, feeding a divider network of 200k - 25k pot- 4.7k - gnd

What does this do and if you wanted to have a switchable OD tone stack, would you still use this setup with the tone stack switched out?

Btw, that network is always there when OD is on. It is a voltage divider with high-end preemphasis.
