What a relief, the fuse was the problem.
Initial impressions are that this amp sounds pretty good, though I will know better when I get it to my practice space later in the week. I have done my testing and firing up with a not too well matched used pair of Sovtek 6550's. I have a less used and better matched pair of SED KT88's I am going to throw in before I turn it up loud.
I ended up pulling out the presence pot and wiring it as if it was full up. I may tweak that more later.
I put a master volume in where the presence pot was. Before, it seemed to go from quiet to thundering, with just a minute turn of the volume pot. Now, there is some room to play around.
At any rate, I don't know if it sounds like a Dumble of any kind, but it is a clean amp with it's own personality. When I am done tweaking it, I will post a schematic.

So, the wrong fuse was the problem upon turn on.
I have got the amp up and running, though I probably have a little tweaking to do. This chassis is not exactly conducive to doing exactly what I want and I ended up removing the presence control and putting ing a master volume instead. I wired up a resistor and cap as if the presence was all the way up, which is how it sounded best. This tells me I may need to increase the resistor coming from the 16 ohm tap.
Even though the amp does not produce any major distortion when using the master volume, the amp is more manageable with it. Before, it seemed to go from a whisper to thundering very quickly.
I put in the mid-boost, bright and deep switches. I don't know that this amp would benefit from a pab.
It sounds very good and once I am done messing with it, I will record some clips.
