Pulled the phase inverter tube entirely. Still wants to creep up.

Grasping at what for me is the last straw --- disconnect the power bypass capacitor. Does no harm to remove but really unlikely it's causing a problem.

The only other thing I know of that might be pulling it up is super-hot screens. Earlier measurement suggest that's unlikely too.

Are you positive these tubes are good ?tried them in another amp

No voltage on pin 2 with the tubes out?
Really sounds like a couple of leaky tubes or bad coupling caps or some kinda crazy supersonic oscillation

Put a tube rectifier in - voltages go down, cathode voltages seem to hover around the 9.6 mark. Still have a weak output. Here are my voltages for everything. Phase inverter is showing high voltages - what does this mean? Ive swapped in a few different PI tubes with the same approximate voltages.

Has to be wrong value resistors in that PI circuit. I've done that a few times myself.

Check all of the solder joints, grounding, and resistor values around the PI.

In your picture the plate resistors on the pi look wrong what do the measure

All my resistor values in the PI match up - plates are 100K, shared cathode is 1.18K going into a 46.4K to ground. Grid resistors are both 1Meg.

Hmm the color codes don't look like it but if you measured them then they are.

Most likely the 1k2 PI bias resistor.

The 47k tail resistor is going to ground correct.
