the sound would best be described as an 100 watt marshall turned to 10, crazy white noise with or without a cable or guitar plugged in or with a guitar plugged in it's about the same. I could see this thing doing this with the volume on say 7 or 8 but not on 1/2 I guess it's best described as hiss

If there's nothing plugged in it shouldn't make a ton of noise. Just a little hiss and possible hum, but that's it. Is it hum? Excessive hiss? Screeching noise? Did you go over your input wiring? Is the jack shorting to ground properly?

So, now that we have this nailed down to a hiss problem, I would recommend that you start a new thread, as the title of this one is VERY misleading, as is the whole first page of replies. Title your new thread something like "Help: Liverpool with too much hiss" or something like that.
Also, search the existing threads for the word "hiss" and see what others have said about it.
My only comments on this are more related to an Express than a Liverpool (I don't have a Pool). These arer hissy amps. I can't say that they are equivalent to a 100 Watt Marshall, but they do hiss a lot. Let's see what others have to say.

With no guitar cable plugged in the shorting tab on the jack would keep it dead quiet.

No, it will make some noise once the gain is brought up. That said a bad ground on the input jack can make for a very noisy amp. My original Trainwrecks have the input jack ground connection simply by the assembly against the chassis. Twice I've had the jack get a little loose and/or slight corrosion on the chassis made for an extra noisy amp. I`m shure too late with my input: but it´s definitly your input jack. Probably bad grounding or something else there.
