On your bias board is the wiring for the 4 dropping resistors under the board?

If not it's missing, if yes it's under the board then make sure you have adequate clearance under the board and not touching on the PT/OT mounting bolts. I put my bolts in from the chassis side to the top on Express builds so I have extra board room.

Yeah I have that wired up. One wire is under the board (goes to pin 6 on the power tube sockets) all the rest are up top from the can caps. I double checked my clearances were good - I also ran the heads of the screws on the inside with the nuts facing outside.

Well, some good news. Rewired all my leads. hooked up to the bulb limiter - looking good. flip the standby swtich to on - no voltage at the heaters, which leads me to think the heater winding is shot. everything else is strong though. However my highest negative bias voltage reading i could get was -25V. Could I swap the bias resistor for a lower value one to get more negative bias?

Hmmm... i am thinking that you should have heater voltage any time the on switch is in the on position. The standby switch position shouldn't make any difference. If indeed it was the heater winding that is open then you know where to look for a short circuit.

yes you can adjust your bias voltage by tuning those resistors. keep going, you are making progress. You can find 6.3v transformers very cheap so you can still salvage that project if you want to.
