Because it is really meant to be a test in will-power to not use it for anything, and if you use it, you fail the test.
Really, I think we would love for you to try it and let us know how it goes. We worry that it will be hard to maintain the balance and order of clipping of the different sections of the amp while rolling up the guitar volume.
I'm curious though. I could see nothing lost if you are able to switch it completely out of the circuit whenever you want... unless use of amp real-estate causes noise issues...

it being bias modulating, when off it would be totally out of the circuit. I could add another tube that way I still have that extra triode sitting there doing nothing

I wonder why we don't hear of it more often. Is it a space issue in a typical Liverpool? Hard to find location without having to move things around or make too much noise?

I built a 15 watt liverpool with a tube rectifier for a local player by  the name of Colin John who is an awesome slide player. Bias modulating trem and slide are very nice together....I know if I hit my blackface deluxe with a nice pedal and trem it sounds heavenly....

Go for it!  A trem of the bias circuit variety seems like a perfect fit.  None of the signal path is messed with and the gain structure remains "pure."

Recently I have tried using the extra gain stage as a cathode follower feeding a line out circuit on an Express amp. What I am finding is that anything I change in the preamp circuit seems to take a little bit of the gain out of circuit and the "clean to mean" character changes. I hear this as a rounding off of the knee between clean and mean. I have not yet tried using the extra triode as a gain stage to boost the return from the effects loop rather than a cathode follower so maybe that will work. You might expect to experience a similar impact on the clean to mean behavior when inserting a tremelo circuit into the Express or Liverpool amp. On the other hand it might work out extremely well in a Rocket circuit since the clean to mean is not a factor in those amps. I wouldn't want to discourage you from trying it but rather consider using a switched bypass to take it in/out of the circuit in an Express or Liverpool build. YMMV
