If you are measuring the resistance of the resistor then isolate at least one side, otherwise the cap will throw off the meter reading.
If you are checking voltages leave the circuit complete.

Not having a schematic of the amp hand I can't answer about the calculations being right or wrong. On the power handling, as a hobbiest with no engineering experience, I prefer to use resistors that are, at a MINIMUM, at least twice the expected power handling capability. Is your ultimate goal to have a full working amp using this power supply? If so I think using the dummy load resistors would be a good idea. Then you could replace each resistor with a tube circuit as you progess. Just be sure the dummy resistors are of adequate power handling capability and voltage...

I've had great luck with Tube Depot and I'll continue to buy non JJ tubes from them, but my next JJ's will be from Eurotubes.

Admittedly "exist" was probably a poorly chosen word. What I do, to keep things straight in my own mind, is make them as simple as possible. Using this drawing, if one were to place a VOLT meter across each resistor the voltage measured would be as shown, with points B and C being the positive sides...

Mark, the Loop 1 in your drawing was throwing me too. Until I wrote in the voltages. If you consider that the 2 ohm resistor has 4 volts across it, then apply Ohm's Law, you can see Loop 1 cannot exist.

It didn't make sense to me until I wrote in the voltages. The 3 ohm has 10 volts, the 2 ohm 4 volts.

I agree the larger one looks better. Personally I'd go with it.
Have you considered putting removable caster wheels on it? I put some on a Crate hybrid 12" combo, one of the best things I've did to that amp.
